Can I deploy Pligg CMS (LAMP stack) to Heroku?

Can I deploy Pligg CMS (LAMP stack) to Heroku?

I am trying to use the Pligg CMS web application. I want to deploy it to a
fast, cloud based server that can scale up if my user base grows.
I would like to have Amazon EC2 as an option, but it would only provide
the infra, and I don't know how to go about installing mysql DB, apache
etc on it and if its compatible with Pligg.
The options left are PaaS (Heroku etc.) - does Heroku allow Pligg CMS to
be run? And if yes, how do I deploy it esp. the mySQL db that is required
for it. Also, can this be scaled up if my user base grows?
